Hemorrhage is the leading cause of preventable death in multiple-casualty events, including mass shootings, terrorist attacks and earthquakes. Rapid control of bleeding with appropriate training and equipment at the scene can be life-saving. On March 30, 2011, Presidential Policy Directive/PPD-8 National Preparedness was signed by President Obama. This directive calls on federal departments and agencies to work with communities to develop a national preparedness goal and a series of frameworks and plans related to reaching this goal. This important initiative aims to strengthen national security and resilience through systematic preparation toward the common threats that pose the greatest risk to the security of the nation, including acts of terrorism, cyber-attacks, pandemics and catastrophic natural disasters.
